Hopewell Borough has signed a $6.4 million agreement to sell its municipal water system to New Jersey American Water following a November 2025 referendum in which roughly 58 percent of voters supported the sale. The transaction is expected to close in the first half of 2026 and will transfer responsibility for more than 880 customer connections to the regulated utility.
As part of the agreement, New Jersey American Water has committed to investing $7 million in infrastructure improvements over the first five years of ownership. Planned upgrades include replacement of lead and galvanized steel service lines and aging water mains. Additional improvements will be determined through a comprehensive system analysis after the transition.
